		<description><![CDATA[The $500k Ammiano wants is reportedly to come from the General Fund Reserve. The reserve is one of the main things credit agencies (like Moody&#039;s, Fitch, and Standard and Poor) look at when they decide what bond rating to give this City. Our bond rating is what investors look at to see if they want to by SF bonds and on what terms. With the huge Prop A (SF General Hospital rebuild) bonds in the works, I&#039;m guessing that&#039;s why the Mayor is trying to avoid dipping into that reserve fund - for  fear of negatively affecting our rating. Though it may be not be avoidable - everyone agrees that something has to be done.  Glad to see Ammiano being proactive.]]></description>
