Based on the way he’s parked, the cop appears to have been in a hurry, and so was probably responding to a call. They are parked at a particularly bad angle, but of course they’re right to get to and assess the scene first, and worry about inconveniencing motorists second. Odds are good there was no such Urban Safari emergency.
