They quote a Parks and Rec person as saying that due to this separation of projects, the park may not need to be entirely closed in 2011 when the next phase of renovations kick in.

If it says the park will be closed for 18 months, it will be closed for at least 32 months. This has the curiously convenient effect of killing off the bothersome problem of people actually using the park. Assinine solution to a simple problem. Oh yeah, what about that soccer field that was a total bust? What happens when the contractor folds and leaves the park worse off?
