But from the state Samantha was in when she was rescued, it would seems he can’t take care of a cat. Sometimes love just isn’t enough as is apparent in cases of abused children. I wouldn’t take his cat away and I wouldn’t suggest that anybody should, but that cat (tied up and left alone on the streets for stretches of time) is being abused.
