I called this in on SF’s 311 city services line Tues. eve. around 1AM after seeing a macho dude impressing his drinking buddy by knocking these crossing signs out of wack as they chatted outside the NapperT. The 311 operator said they would give it top priority (public safety issue I suppose). It was marked with tape/bagged/and coned by the morning commute and fixed in under 24hrs.
