It was a big part of the reason I moved here back in ’96. As of your other complaints, MUNI is underfunded, true. Apartments are absurdly expensive, but I guess that’s what happens when you live in one of the greatest cities in the world. High demand, low supply. Haven’t found the apartments to be particularly small, either. *shrug*

As for “lack of hot girls”, I think your definition of “hot” must be broken.
