No, it is saying that women may buy bottles of liquor to deliver to their men at home (you may consider that in whatever sinister light you choose)(or drink at home without any men involved WINK WINK), but may NOT themselves consume any liquor they purchase ON OR NEAR the premises where where it is purchased.
