I don’t think that the photo is older than 2005 to early 2006. If you look at the bit of mural on the south wall of Clarion that you can see behind her backpack, it’s of Mission women cyclists. It dates from late 2005 and it was still in untagged condition as of January, 2006. It was replaced with a patchwork-style stag on a field of blue. The women cyclist were on a yellow background. It was two women, one sporting a red-haired flattop and wearing hoops, brown rolled up pants, the other was pedaling while sitting on the bike’s handlebars, wearing a sleeveless green top and black pants.
It was badly tagged by somebody obsessed with drawing crude dicks on the women.
Most stuff on those walls only last a few months, except for Jet Martínez, because he clear-coats.

If you’re going to long for a Valencia time frame, long for the mid 90s. That was the peak of that street for me at least, prior to the tech boom, but still fairly gentrified but real funky. Kind of like how Portland is right now, or maybe Portland 5 or so years ago.
