color me confused. this is silly.
What Mr. Seahorse is getting at is that underwater there are no borders.
Overland our borders are arbitrary(see the Balkans, Middle East, Israel and Palestine), man made, not fixed and often times badly, badly drawn. So what is illegal now may not have been illegal in the past. And conversely what is legal now many not be legal in the future.
Mr. seahorse is super flexible with semantics, borders oh, and sexuality.

No way the stenciler’s a seahorse — clearly a squid or an octopus — lots of arms, and they don’t need to buy any spraypaint.
